Town Hall Link MRT Timeline: When the JRL and Cross Island Line Open, and Why the Homes' Completion Date Is Still Unknown
If you are thinking about a home at Town Hall Link, the practical rail question is not just when the new lines open. It is whether they will be running by the time you could actually move in. The short answer: the trains have published target years, and the homes do not have a completion date yet. Here is what is announced on each side, and how to read the gap.
Where the Town Hall Link tender stands
URA launched the Town Hall Link White site for tender on 3 July 2026, under the Confirmed List of the second-half 2026 Government Land Sales Programme. Tenders close at 12 noon on 17 November 2026. URA also states that it may reject the highest tender or any tender, so the close is not the same as an award.
That means no developer, project name, price, launch date or completion date has been announced. Any completion year you see quoted today is a guess. We will add the completion date once the appointed developer announces it. Until then the price page and floor plans page show only what has been released.
Which stations serve the site
URA describes the White site as connected by multi-level pedestrian links to two stations:
- Jurong East MRT interchange. It serves the North-South and East-West Lines today. It will also become the Jurong Region Line's Jurong East station (JE5).
- CR19, the Cross Island Line station that URA places in the heart of the new Jurong Lake District precinct.
The next Jurong Region Line station along the line, JE6, is described by URA as serving the International Business Park. For this site, the JRL connection that matters is at Jurong East. More on getting around is on our location page.
Opening targets for the lines near the site
| Line and section | Station near the site | LTA target | Notes |
|---|---|---|---|
| North-South and East-West Lines | Jurong East | Running today | The existing interchange |
| Jurong Region Line Stage 1 (Choa Chu Kang to Boon Lay and Tawas) | None. This stage does not reach Jurong East | Around mid-2028 | Pushed back about six months from end-2027, LTA said in March 2026 |
| Jurong Region Line Stage 2 (JE1 to JE7, Tengah to Pandan Reservoir) | Jurong East (JE5) | 2028 | LTA has said it will give further updates on Stage 2 and Stage 3 opening dates as works progress |
| Jurong Region Line Stage 3 (towards NTU and Jurong Pier) | None near the site | 2029 | LTA lists 2029 as the line's expected completion; an extra Tengah station (JS2A) follows in the mid-2030s |
| Cross Island Line Phase 2 (six stations westwards to Jurong Lake District) | CR19, Jurong Lake District | 2032 | Its interchanges are King Albert Park (Downtown Line) and Clementi (East-West Line) |
| Cross Island Line Phase 3 (CR19 westwards to Gul Circle) | Starts from CR19 | Late 2030s | Construction expected to start in 2027 |
Two points are easy to miss in headlines. First, the mid-2028 date is for JRL Stage 1, the northern and western branch. The Jurong East JRL station belongs to Stage 2. Second, the Stage 2 year of 2028 is still LTA's published target, but LTA has said it will update the Stage 2 and Stage 3 opening dates as works progress. So treat 2028 as a target that could move.
Trains versus move-in: how to read the gap
The rail timeline is published and the home timeline is not, so nobody can honestly tell you yet which arrives first. What you can do is track the open questions in order:
- 17 November 2026: the tender closes. This shows who bid, not who has been appointed.
- Award: URA names the successful tenderer, if it accepts a bid. Only then can a developer start announcing the project's name, design and timing.
- Developer announcement: the expected completion date for the homes. This is the date to compare against the 2028 JRL and 2032 CRL targets.
- LTA updates: any revised opening dates for JRL Stage 2, which LTA has said it will provide as works progress.
Until step 3, it is fair to say the Jurong East JRL station and the CR19 Cross Island Line station have target years, and the homes beside them do not. If train access on move-in day matters to you, wait for the developer's completion date before you commit. Do not assume either way.
What this means for your plans
For a buyer, the transport story here does not depend on future lines alone. Jurong East already gives you the North-South and East-West Lines, and URA's plan links the site to that interchange directly. The JRL and CRL add more routes over time. They are not the only way in or out.
If you want the completion date, price and layouts as soon as they are released, register on our showflat page. Opening years on this page are LTA and URA targets as published, and they may change.
